Vietnam has been participating in WTO, the operation of recognized laboratories, therefore, have an important role in socioeconomic development and help reducing risks of damages on technology and economy in international trade

Being aware of the importance of setting a recognized laboratory ( Lab-VILAS)  to state management of standard-quality and measurement, in year 2007 as possessed modern equipments of high accuracy, meeting conditions for an optical transmission lab, leaders of Vietnam optical fiber cable joint stock company VINA-OFC and VILAS team got to work on building of a Lab conformable to standard ISO/IEC 17025: 2005 with 24 criteria in electric field. With the determination of the company leaders and Lab members and the effective support of Bureau of Quality Certificate - Ministry of Science and Technology, on 1 June 2007 Lab ISO/IEC 17025:2005 was completely set up and put into operation.

After a time of application, the Lab was accredited by a professional team from Bureau of Accreditation and on 28 November 2007 it received Decision NO. 452/QĐ-CNCL by Bureau of Accreditaion with code VILAS 285, conforming with standard ISO/IEC 17025:2005 with 24 criteria in electric field, including:

Together with Decision No.452/QĐ-CNCL by the Bureau of Quality Certificate, on 17 December 2007 Transmission Lab  signed an agreement with international laboratories accreditation chamber (ILAC-MRA) – This is the institution of Asia-Pacific Laboratories, through which test results issued by Laboratories within this organisation are of mutual recognition.

So this is the first Lab on optical fiber cable recognized national rank - VILAS, as well as the first optical fiber cable Lab recognised conformable with international standard ISO/IEC 17025:2005. This has great significance for the management of measurement, ensuring the accuracy of measurement for the modernisation and industrialisation of the country. It not only helps promoting production and business, controling better optical fiber cables manufactured in domestic as well as imported into Vietnam, but also ensuring quality, longlife, economic efficiency and the security of telecommunication network of Vietnam reaching international standards.   

Particularly on 19 March 2008, the Decision No. 822/QĐ-BTTTT made by Ministry of Informatics and Telecommunication recognised Transmission Lab VILAS 285 as the Lab designated by the Ministry.

The Transmission Lab of VINA-OFC, therefore, will have more function:

National Laboratory VILAS 285.

This is the first transmission Lab accredited by Ministry of Informatics and Telecommunications in  Vietnam.

Currently the Lab has had many such customers as Network company Viettel, Viettel Global, telecommunication companies under VNPT, Fujikura – Japan, Korea, moreover domestic optical fiber cable manufacturing companies M3, Sacom, VINACAP, TFP, Thang Long Cable and many others.

After nearly 4 year activity, Transmission Lab VIALS 285 has become a reliable traveling companion of domestic and overseas customers in assessing and evaluating of the quality of optical fiber cable prior to being put into massive manufacturing and using. VILAS 285 has given nationwide and international manufacturers and users in support of seizing opportunities to update and approach promptly the changes and developments of techniques and technologies of optical fiber cable manufacturing; at the same time meet fully state documents and regulations on bidding, technical assessment and the quality of goods prior to installation.

The fact of testing domestically manufactured and imported cables has shown that some that has not met requirements for quality, standards of design and bidding requirements would  be rejected. The rate of non-standard cables made up 10 percent of testing specimens. There were the imported lots of large economic value withdrawn. But it is more important that the telecommunications network of international quality, high efficiency and long life are ensured explotation. This is also an interesting information to manufacturers, managers, investors and  explorers in Vietnam. Obtaining VILAS certificate to products before manufacturing or the fulfilling of payment and installing on network is an objective demand and practices, as well as the pride of our ability to control high-tech products used in Vietnam.

 In the years to come, apart from maintaining and continious improving quality management system with standard ISO/IEC 17025:2005 with the recognition of testing methods, Transmission Lab will apply for recognition of newly further supplementary testing and standardisation methods,  serving better  the telecommunication of Vietnam developed and integrate
